Last time I knew, OE was a mail and news reader. If it still is, why
are you trying to join an IRC channel using a mail/news reader? You
need an IRC client, there are some for FreeBSD in the ports collection,
if you want a windows one you can probably find one by starting at
http://www.tucows.com/.
