They want to be compatible with the GTK themes. It looks like this will be the way of doing things moving forward, and their CVS logs fully recognize that they broke all third party themes and theming tools. I'm inclined to keep things the way the metacity developers intended, and fix metacity-setup. This way, we're ready when metacity-2 comes out in the future.
