If there is nobody, and I don't know if there is, just that ph.freebsd.org 
does not resolve, then I suggest the best way to go about it is to setup a 
www mirror and get it going.  Then ask for www.ph.freebsd.org to be 
pointed at your website...  Or ftp, or cvsup, or whatever you wish to 
provide.

This is just an idea.  I don't have any authority or even knowledge of how 
this is done.
