I would say check permissions on the launcher as well as > the icon you're trying to use. Actually, it's usability issue that was started in gnome-panel 2.10.2. http://bugzilla.gnome.org/show_bug.cgi?id=310288 It lacks the refresh after you select the directory that made many users (even me) get confuse.
