The dia.1 file is already included in the distfile in HTML format. If this is a mistake then it should be corrected by the dia authors. FWIW, an inspection of the Makefiles in the dia distribution suggest that dia.1 should be generated from a dia.dbk (DocBook?) file. work/dia-0.94/doc/en/Makefile:# xsltproc --nonet --novalid $(DB2MAN) dia.dbk >dia.1 However, this line is commented and DB2MAN seems to be empty ...
