I maintain my multi lingual documents with a thing i call `le' (language
extract), I use it to feed my groff, it works fine with Makefiles etc,
supports selectable different language macros/text chunks etc, &
takes input like this:
	{E
	The wonderful tool known as
	}E
	{G
	Das wunderbar werkzeug
	.so licence.german
	}G
	.I ls (Rev 3.1)
	{E
	is now superceeded by
	.so licence.english
	}E
	{G
	ist jetzt vollig erszetzt bei	\" pigeon translation ;-)
	}G
	{F
	maintenant .. bla bla en francais
	.so licence.french
	}F
	more common stuff
