Why not just side-step that problem and put
option ServerNumLock
in the keyboard section of your XF86Config file? Sure, NumLock won't
be treated as a modifier key anymore, but the number of apps that are
broken by the NumLock modifier outnumber the number of apps that could
use NumLock as a modifier a billion to one ... or so.
