Most cards do *not* have an "isa compatibility" mode.  The exceptions I
know of are VGA cards, and the buslogic PCI SCSI controllers.  The rest
require you to deal with them as PCI devices and/or are so different from
their ISA precursors that its imposible to support them this way.
