All of the installation packages, yes.  Not all of the port distribution 
files are included due to licensing restrictions, but the port system 
will just download those from the home site automatically.

AFAIK there is no -stable CD.  -stable will become 2.1.1 and will be 
released sometime in the next month or few, weather permitting.  :)

>From the RELEASE, the second CD is the 'live filesystem' -- a snapshot of 
a loaded FreeBSD disk.  The full sources, binaries, and X have been 
expanded.
