It provides an API/ABI for Windows programs and DLLs.  Willows are working
on an win32 API/ABI.

When it's working, it runs most Win16 apps, including the Microsoft Office
suite.  The ABI is more intended to support proprietary Windows-only DLLs
than whole applications however.
