It was found to be rather harmful, some programs that handle localization correctly like xterm started to dump core with this hack enabled. In 2.1.5, it's deprecated, in 2.2 it's completely removed, and Andrey Chernov walked along the entire source tree to do it right and have the programs call setlocale(). Of course, broken third-party software will become more obvious then.
