First, HTTP/1.1 is supported in Apache 1.2 (which is still in Beta AFAIK). The problem I remember reading about is with CGI scripts that get data from the URL they are called with (that is that have extra data on the URL *after* the name of the script - the FreeBSD source tree interface is, I think, such a script).
