Lame excuse: you can already almost do this by now.  Put the script
(taking an argument of "stop" or "start") in /usr/local/etc/rc.d.

What's needed is the rc.shutdown facility, but we've been debating
this already, and it doesn't exactly require a SysV init to be done.
