Doesn't apply. I'm not asking that the installation directory change,

Agreed. You've done more research on this than I have. The one thing
I have dug up that agrees with this is the IANA assignments document
that suggests "ja_JP.EUC-JP" (the URL of which I mailed out earlier).
My preferences, therefore, are (in order)
ja_JP.EUC-JP
ja_JP.eucJP
ja_JP.ujis
and I'm very strongly in favour of the first option.
We can use symlinks in the *installed* directories so that all of
the above (and more) work. However, for the CVS repositories I would
like to follow standards wherever possible.

Why? I'm prepared to put in one kludge in the Makefile to recognise
a LOCALE that doesn't match a directory name, but it's the profusion of
kludges that we would have now that's the problem. I'm also prepared
to 'police' this very thoroughly, to ensure that nothing else like it
sneaks in.

A half year is not acceptable for this -- I've got a lot of stuff sitting
in the pipe waiting to be committed that wants a nice, clean, logical,
directory structure.
In 6 months time we'll have at least three new translation teams working
on the docs (French, Hungarian, and Malay). That's almost certainly three
times the effort, particularly since the French team have done a superb
effort in the amount of translation they've done.
