Running httpd starts apache using the default httpd.conf file. apachectl is just a script that performs various administration functions in a convenient manner. All 'apachectl start' does is wrap the command '/usr/local/sbin/httpd' in some code that tests to see if it's running, then tests to see if it started successfully.
