Hmm.  I can't reproduce it here.  (I removed BATCH and
PACKAGE_BUILDING from my environment.)

It's probably caused by these lines:

.if !defined(BATCH) && !defined(PACKAGE_BUILDING)
pre-everything:
#       ${SH} ${PKGINSTALL} ${PKGNAME} PRE-INSTALL
.endif
===

Since it doesn't do anything now, I'll just comment out the whole
thing.  Thanks for the notice.
