They better DTRT or they don't belong on the Internet in the first place.
If you read the various standard documents, starting with RFC 821/822, you
will find that <> are defined as delimiters of a machine-parseable address
and that the mailer is to use their content; ignoring all other parts of
the line in question.

IMHO, this change was long overdue. Check the history of PR docs/19604
for an example of the problems this change avoids.
