I have patch for bsd.port.mk to apply patches from
~/usr/ports/*/*/files/patch-* hierarhy after
all standart patches. See
http://free.babolo.ru/patch/ports.Mk.port.mk.patch
It is not exactly what you ask for, but it can help.
