I've seen similar stuff although have not (yet) fried a PS. I've had
chipset lockup that requred unplugging AC for 30+ seconds before it was
resolved. A simple power cycle with the power switch was not sufficient.

Bear in mind that power supplies are never really "off" any more. There is
always power applied to motherboards as long as AC is hot. I expect that
sloppy enough design could result in these types of problems.

Soft power off is not as perfect.
