However, you can check to see if /usr/share/emacs/site-lisp/w3/w3.el is on your system. If it is then the install put it in the right place. Have you tried "M-x load-library w3" ? Try posting to comp.emacs or checking http://www.cs.indiana.edu/elisp/w3/docs/w3_toc.html for answers. Best of luck.
