Yes, this should probably be mentioned on the accept manpage, hopefully
that will happen soon.

The short answer is:  Unless you added accept filters to your kernel
config file or kldloaded them, and are using a new version of Apache which
autodetects accept filters, then you are not using accept filters.  No
apps in the base system use accept filters, AFAIK.
