yes, at this moment.

I think it is almost same as FreeBSD.
locale related parts are:
basesrc/include
basesrc/lib/libc/stdio   (wide char funcs like fgetwc)
basesrc/lib/libc/locale
basesrc/lib/libc/citrus  (splitted from ../locale recently)
basesrc/lib/i18n_modules (renamed from runemodules recently)
basesrc/lib/libintl
