No, not really, not always.  But we can afford a few duplicate posts,
instead of having to maintain an index similar to this:

	- Links on the web site.

	  The links on the web site tend to be broken if one visits
	  the pages from, ...

which will be an index in itself, very similar to the open PRs index.
If the users don't spend time to check the PR index for documentation,
they probably won't check that other index either ;)
