When you send the report with send-pr, an email message is sent to
gnats-submit@freebsd.org.  The gnats database at freebsd.org picks
your message up and mails you back with an "OK, the report was filed,
as category/number".

If you don't get that message back, you have probably missed some
fields in the report and it stays misfiled with gnats-admin as the
responsible of the PR, until some committer notices it and refiles the
PR (possibly editing some of the fields you got wrong the first time).
