Looks like it is just a wrong parameter or a=20 > missing set of quotes wherever pkg_create is called from=20 > (/usr/ports/Mk/bsd.port.mk?). It's likely to do with a command-line option to pkg_create that is not present on FreeBSD 4.4. You'd have to either try updating the pkg_tools to newer code or hack bsd.port.mk to not use the newer option.
