I'd suggest first testing it with a "live CD" (either FreeBSD or Linux) just to eliminate the possibility of a software problem. If it's definitely hardware, a possible cheap/temporary fix would be an external keyboard. As for repairing a hardware problem, if a replacement keyboard didn't solve it, then it's probably the mainboard and I'm afraid that's likely to be an expensive repair.
