There is no problem with DVDs over 2 GB, the problem is with a single file over 2 GB, since mkisofs will simply ignore it. Anyway I went ahead and installed cdrtools-devel-2.01a38 and was able to burn a 3.999 GB file. I don't normally use development versions and I wasn't sure how dvd+rw-tools would build with cdrtools-devel rather than cdrtools but it actually just left a stale dependence.
