The tochnog port maintainer is currently set to ports@freebsd.org, which
basically means that nobody is taking care of it. If you find the
program useful for you then you could become maintainer of the port and
add the option to install the html documentation. The FreeBSD Porter's
Handbook (1) is a good place to start.
