As far as I can tell it hasn't been fixed, which isn't too surprising since their efforts are primarily been spent on the new version. I don't understand the change, myself, but what I _do_ understand is that after the last major upgrade anjuta became incredibly unstable for me and that this single change fixed the instability. I wasn't able to use it for more than five or ten minutes before I made the change and now it runs for hours, even days. I haven't detected any missing features or functions as a result of this change, either.
