Maybe those lines in rc.conf culd help:
  performance_cx_lowest="LOW"
  economy_cx_lowest="LOW"
My old celeron M of 1400 works happily at 174 and never gets
over 30 C. Cpufreq in kernel and powerd loaded. 6.2.
