Double checked, it's loaded.

Aha! That does seem to do the trick.  How would this get added into  
umodem or the quirks, or do I have to do some devd magic?

# usbconfig -u 0 -a 3 set_config 1
umodem0: <vendor 0x05cc product 0x2265, class 2/0, rev 1.00/1.00, addr  
3> on usbus0
umodem0: data interface 1, has CM over data, has break

Checking quickly with cu, I can make it dial out.
