This is the gforge tracker http://gforge.org/

The older gforge versions are based on the public sf.net sources, newer version are rewritten but using ionCube to crypt parts of the php sources.

An older version (4.5.19) is in the ports tree (www/gforge).

The new (actual) sf.net portal/tracker is known as Allura.
