Compare the meta files for ARUBA_pfp.bin
in the failure case it looks very much like a input file was not
supplied (eg empty variable)

A possibility is .OODATE being used; which will be empty if none of the
srcs are out-of-date.


A quick scan didn't identify where the target for that comes from
so guessing...
