Unfortunately, that kinda breaks our carefully crafted hier(7). Stuff in /bin needs to be statically linked, which the packages aren't. In addition, local updates and changes land in /usr/local/* so you can easily separate them from provided-with-system binaries and such. The package has been pre-wired with a packing list (PLIST) and the tar archive built with the proper paths. I suppose you could extract and re-tar the archive as you wanted, but that is a lot of work for what is a stylistic change.
