Try a simple I-line like: I:*::*::1
I'm not sure whether the problem is the addresses, lack of ident, or the
fact that the class in your I line has no matching Y. I suspect a
combination of all 3.

PS, next time don't quote all the comments in your message. Do 'grep -v
^# ircd.conf > ircd.conf.sendtolist' or something similar.
