That's exactly what's supposed to happen. Normally, when a system mounts a filesystem, it wants to mount it read/write so that it can update the "atime" stamp for any files that may be accessed. Obviously, you can't do this on a CD-ROM, so you need to explicitly tell the system to mount it read-only.
