you will need to edit /etc/ppp/ppp.conf and modify the following line:
set dial "ABORT BUSY ABORT NO\\sCARRIER TIMEOUT 5 \
\"\" AT OK-AT-OK ATE1Q0 OK \\dATDT\\T TIMEOUT 40 CONNECT"
to:
set dial "ABORT BUSY ABORT NO\\sCARRIER TIMEOUT 5 \
\"\" AT OK-AT-OK ATE1Q0X3 OK \\dATDT,,\\T TIMEOUT 40 CONNECT"
That should do the trick.

If it happens once, it's a bug.
If it happens twice, it's a feature.
If it happens more than twice, it's windows.
