Are you sure you don't have old files around?

Revision 1.219 (April 2) on mozilla-devel/Makefile says:

- Remove pkg-[de]install scripts and remove all chrome registering from
  Makefile since the privilege bug seems to be fixed.

So perhaps the chrome replacing is no longer needed and you can get away
with just installing new jar files?
