You're quite right. This was a typing mistake and should be
  set ipcp ranges 192.168.0.103/32 192.168.0.200/32

Strangely enough, this did not fix the problem.

Just to show that I did change this here's the output from show ipcp:

[bundle1:pptp1] show ipcp
