AFAIK all special hylafax needs is serial port acces for modem.

you have to use
#jail_example_devfs_ruleset="ruleset_name"      # devfs ruleset to apply to jail

in rc.conf and make rule for devfs for your jail - like normal jail 
rule+needed serial port.
