True:

Second CPU is disabled.
The FreeBSD say so:

> MADT: Found CPU APIC ID 3 ACPI ID 0: enabled

> MADT: Found CPU APIC ID 0 ACPI ID 1: disabled
It may be CPU failure detected during POST. Or broken CMOS content,
sometime (try clear CMOS content).
