Comments? I don't think it is a good idea. You need to have the kernel sources to build loadable modules. This is the camel's nose, and there's a lot more camel after this one file. What about all the _if.h files? No, this path lies madness, imho. The bsd.kmod.mk/kmod.mk already deals with this properly.
