Or see src.conf man page which states:
The values of variables are ignored regardless of their setting; even if
they would be set to =E2=80=9CFALSE=E2=80=9D or =E2=80=9CNO=E2=80=9D. The =
presence of an option causes it
to be honored by make(1).
