I have contacted Brage and he read quickly through the page above.
However, he noted that DES just add Norwegian sorting/collation 
in FreeBSD last month - see
<http://www.freebsd.org/cgi/cvsweb.cgi/src/share/colldef/no_NO.ISO8859-1.src>;
and <http://www.freebsd.org/cgi/query-pr.cgi?pr=conf/51920>;
Your stuff should at least be consistent with that.
