I had a laptop for which the boot.efi didn't work (at the time) and I wanted loader.efi. But loader.efi wants the loader.conf (and other files) in /boot. So I put /boot into the EFI partition and loaded loader.efi. That all worked. ... now the driving issue for me (boot.efi not working) solved itself... so I no longer do this, but it did work circa 10.x and 11.x.
