I'm not sure if it's been ported to windows, but you could at least use smbtar from a FreeBSD box. You really want to backup your unix box from windows, I suggest that you export the drivers via samba and ask on a windows list how to backup these. There is a win32 client for amanda in development, but I haven't tested it, so I don't know how stable it is: http://sourceforge.net/projects/amanda-win32/ Amanda is especially useful if you've to backup/restore multiple hosts on one single tape.
