sysctl can change the security level of the running kernel, man sysctl
for info.  (You can only raise the level.)

Look at /etc/defaults/rc.conf for the kern security level stuff, then
copy what you want to do to /etc/rc.conf to make it permanent. 
(You'll have to reboot.)
