Every time I've encountered this, it was because someone had installed /
above the 1024 cylinder limit. You didn't happen to install FreeBSD deeper
than 8 GB into your hard drive, did you?

If so, you'll have to reinstall FreeBSD. And before  you do, use a utility
such as Partition Magic to reduce the size of your Windows 98 partition.
