What if the FAQ were viewed as a sort of "short term cache" for the
handbook?  It answers questions dealing with the current release and
any shortcomings or special features that require up-to-date documentation.
If something has been in the FAQ for awhile, it is either "aged" and
deleted or considered generally important and moved into the handbook.

How does that sound?
