FTP to this directory:

    ftp://ftp.freebsd.org/pub/FreeBSD/FreeBSD-stable/src/lib/

and fetch "Makefile.inc" and also the entire "libz" subdirectory. Then
you should be able to chdir into "libz" and build and install the library
with the usual "make" incantations. If it doesn't work for you, please
let me know.
